1. What is the difference between a data lake and a data warehouse?

A data warehouse stores cleaned, structured data in a fixed model designed for reporting, so finance and operations dashboards answer the same questions quickly and consistently. A data lake stores raw data in many formats, including spatial files, documents and sensor feeds, and structures it when it is used. Many organisations need both: a lake to land everything, and a warehouse or curated layer for trusted BI. For the Ministry of Agriculture we built a data lake holding more than 1TB of spatial and tabular data.

2. How do you build a national statistics data bank?

Start with the data lifecycle, not the portal. For the INSA & ESS National Statistics Data Bank we built automated ingestion and validation so only clean, structured data enters, then a secure central databank with AES-256 encryption, version management and immutable audit logs. A public portal pulls from it over a real-time API, with search, interactive charts, custom reports and CSV or Excel downloads. The architecture follows TOGAF principles, so new datasets can be added without a rebuild.

3. Can field data collection work offline?

Yes. For the Ethiopian Statistics Service’s electronic market information system, we built an offline-capable Android app used across 25 branches and 125 marketplaces. Enumerators collect prices without a connection, with automatic geo-tagging, built-in error detection and Bluetooth data transfer, and the app synchronises with the server when a connection returns. Supervisors monitor entries on a real-time dashboard, and the backend calculates CPI and inflation automatically.

4. Can the platform integrate DHIS2 or our legacy systems?

Yes. Integration is a core part of every data platform we build. For the Ministry of Agriculture we built ETL pipelines that harmonise data from more than 14 legacy systems, including NRLAIS, CALM-MIS, SLMP KMIS and NSIS, into one data lake. For the COVID-19 Rapid Response platform we integrated with the Ministry of Health’s DHIS2 for live outbreak reporting. We connect ERPs, management information systems, spreadsheets and external APIs in the same way.

5. Where is the data hosted, and how is it secured?

The platform can be deployed on your own servers or in the Ethiopian data centre you choose, so sensitive data stays under your control. Security is designed in: AES-256 encryption, strict role-based access, immutable audit logs, secured hosting design and penetration testing before go-live. 360Ground is INSA — Accredited for government technology delivery, and we can supply servers and storage on the same contract, sourced through authorised channels with genuine manufacturer warranty.

6. How long does a data platform project take?

It depends on the number of source systems, the data volume, security requirements and whether field collection or a public portal is included. We recommend phases: discovery and architecture first, then a first working release covering priority datasets and dashboards, then further integrations and portals. Users see value early while the platform grows. Share your scope or terms of reference, and we will propose a phased plan with a timeline and budget in birr.

7. How is CPI calculated from market price data?

A consumer price index tracks how the prices of a fixed basket of goods and services change over time. Enumerators record prices in selected markets, the prices are validated, and each item is weighted by its share of household spending and compared with a base period. The change in the index gives the inflation rate. In the ESS & WFP market information system we built, price collection, validation and CPI and inflation calculation are digitised end to end.

8. Can you respond to a government EOI or ToR for a data platform?

Yes. Ministries, statistical agencies and donor-funded programmes usually procure data platforms through an expression of interest or a request for proposals. We respond with a technical proposal mapped to your terms of reference, reference projects in comparable institutions such as ESS, INSA, the Ministry of Innovation and Technology and the Ministry of Agriculture, and a phased plan covering hosting, integration, training and support. Our ESS market information system was delivered against a detailed RFP.
