What is enterprise application development?

Enterprise application development is the design and build of large, multi-user software that runs an organisation’s core processes, such as planning and performance, approvals, case handling, HR or data collection. Unlike a small app, it must handle many roles and offices, enforce permissions, keep audit logs and connect to other systems like ERP, SMS and national registries. 360Ground builds these systems for Ethiopian ministries, agencies, NGOs and companies, then hosts, supports and extends them as the organisation changes.
Common examples are ERP, CRM, HR and payroll systems, management information systems, performance and KPI platforms, document and records management, and case or complaint management. Examples 360Ground has built include ATI’s Integrated Management Platform for national strategy and KPIs, a bespoke humanitarian ERP for the Ethiopian Red Cross Society, the national e-complaint and appeal platform for federal institutions, and the Ministry of Agriculture’s INR-MIS, which brings 14+ legacy systems into one platform.
Extend your ERP when the process is standard, such as accounting, procurement or payroll. Build a custom enterprise system when the workflow, approval chain or reporting is specific to your mandate, such as national KPI cascades, citizen complaints or donor reporting. Many institutions do both. Because 360Ground also implements Odoo, ERPNext and Microsoft Dynamics 365, we have no reason to push a bespoke build: we recommend what fits and integrate the custom system with your ERP, as we did for ATI.
Security is designed in from the start: role-based access so each user sees only what their role allows, full audit logs, encrypted connections, secure integration with ERP and national systems, and testing before go-live. Hosting can be on your own servers, in an Ethiopian data centre or on a cloud platform where the law allows, planned around the Personal Data Protection Proclamation No. 1321/2024. For public-sector work, 360Ground is INSA — Accredited for government technology delivery.
We plan for Ethiopian connectivity from the first design. Field and branch users can work offline and sync when a connection returns, as with the ESS and WFP market information system, whose agents collect price data offline across regions. Rollout is phased, starting with a pilot office, then regions, with training for each group. For the Ethiopian Red Cross Society, the same system now gives real-time, consistent access across 11 regional and 34 zonal offices.
We start by mapping the current process with the people who run it: forms, approval steps, exceptions and reports. We then design digital forms and multi-level approval chains, decide which records to migrate, and test the workflow with real users before launch. Staff are trained and supported through the switch. The Ethiopian Red Cross Society moved paper-based HR processes to digital approval chains this way, and federal grievance handling moved from paper files to the national e-complaint platform.
