What is e-government?

E-government is the use of digital channels such as web portals, mobile apps and SMS to deliver public services and information. Instead of visiting several offices, a citizen or business can find a service, apply, pay, track progress and receive a certificate online. Behind the scenes, officials get workflows, audit trails and dashboards. In Ethiopia, examples include the National Business Portal and the national e-complaint platform that 360Ground built for MInT.
Institutions process applications faster, cut paperwork and publish clear fees, documents and timelines for every service. Citizens and businesses save travel and waiting time, and can follow their case from any city. Managers gain data they did not have before: application volumes, processing times, bottlenecks and SLA compliance. Digital certificates with online validation reduce forgery, and multilingual interfaces widen access across regions.
Projects usually fail when a paper process is copied onto a screen without redesign, when regions or cities work differently, when content exists in only one language, or when nobody funds support after launch. The National Business Portal, built by 360Ground for MInT, lists each business service with its fees, required documents, processing time and steps. Applicants apply through guided forms, upload documents, message case officers, pay fees online, track status and receive a digital certificate they can validate online. It runs in five languages, with city-specific deployments for Addis Ababa, Adama, Dire Dawa and Bahir Dar, starting with construction permits.
Cost depends on the number of services and institutions, the number of languages, the integrations needed (payments, SMS, national ID and existing systems), security review requirements, hosting and the length of the support period. Most institutions control cost by piloting one service or city first, then scaling. After a short scoping workshop we give an itemised estimate in birr, phased to your budget year.
WordPress suits information websites where the main task is publishing news, documents and pages in several languages. A framework such as Django suits transactional portals with applications, workflows, payments, role-based back offices and audit logs.
