What does an ICT feasibility study include?

An ICT feasibility study tells you whether a proposed system is worth building and how. It covers the business need and objectives, technical options and architecture, estimated costs in birr over the system’s life, expected benefits, legal and data-protection requirements, organisational readiness, key risks and an implementation timeline. It ends with a clear recommendation: proceed, change scope or stop. We base ours on what we have seen succeed and fail in Ethiopian public and private projects.
A system requirement study defines exactly what a new system must do before anyone builds or buys it. Through interviews and workshops we document current processes, user roles, functional requirements, reports, integrations, security and performance needs, and data to be migrated. The result is a system requirement specification (SRS) with acceptance criteria. A good SRS lets vendors quote accurately, reduces change requests and gives you an objective basis for testing and sign-off.
Most failures start before any code is written. Common causes are vague requirements, processes automated without being redesigned, unrealistic budgets and timelines, weak executive ownership, poor data migration, and too little training and change management, so staff return to paper. A strong ToR for system development states the background and problem, objectives, scope and users, functional and non-functional requirements, integrations, data migration, deliverables and milestones, acceptance and testing criteria, training, warranty and support, hosting, and how bids will be evaluated. Digital Ethiopia 2030 is the national digital transformation strategy led by the Ministry of Innovation and Technology. Ministries, agencies and regulated institutions are expected to show how new systems support national priorities such as online public services, interoperable data and shared digital infrastructure. We align your IT roadmap, feasibility studies and requirements with the strategy and with the Personal Data Protection Proclamation No. 1321/2024, so plans are easier to approve and fund.
