1. What is an EDRMS?

An Electronic Document and Records Management System (EDRMS) is software that stores, organises and controls an organisation’s documents and official records in digital form. It replaces paper files and registries with a searchable repository, adds approval workflows and e-signatures, keeps every version, and applies retention rules and audit trails so records stay authentic and accountable. Government offices, NGOs and banks use an EDRMS to find files in seconds and prove who did what, and when.
An EDMS (electronic document management system) manages working documents: storing, sharing, editing, versioning and approving them. An EDRMS adds records management on top. Once a document becomes an official record, the system locks it against change, classifies it in a file plan, applies how long it must be kept and when it can be disposed of, and logs every access. Most Ethiopian institutions need both, and 360Ground’s EDRMS covers the full life of a document.
Yes. Under Ethiopian law, electronic signatures are legally recognised for most commercial and administrative transactions. The Electronic Signature Proclamation No. 1072/2018 sets the legal framework for electronic signatures, digital certificates and electronic records, and the Electronic Transactions Proclamation No. 1205/2020 sets further rules and exemptions. Some documents may still require a wet signature or a specific certificate, so your legal team should confirm which approvals can move fully online. 360Ground configures workflows to match that decision.
We start with an assessment of your volumes, file types and priorities, then plan which records to scan first. Our team supplies and sets up document and book scanners, scans and indexes each batch, and checks image quality and metadata before loading files into the EDRMS. OCR makes scanned pages searchable. New paper that arrives later follows a scanning workflow, and email-based routing can bring incoming documents straight into the system.
Yes for searching inside scans. OCR reads text in scanned PDFs and images, so staff find a document by typing a single keyword instead of opening files one by one. Recognition quality for Amharic (Ge’ez script) depends on the OCR engine and the quality of the originals, so we test a sample of your own documents during the assessment and agree the expected search results before large-scale scanning begins.
Yes. You can host the EDRMS on your own servers, in a local data centre or in the cloud, depending on your security and data-sovereignty rules. 360Ground also supplies the infrastructure on the same contract: servers, SAN and NAS storage, and backup appliances, sourced through authorised channels with genuine manufacturer warranty. Encrypted backups protect records against fire, theft or damage, and role-based access controls who can view, download or edit each file.
The cost depends on the number of users and offices, the volume of paper to scan, the number of scanners needed, hosting (on your servers or in the cloud), integrations such as ERP or email, and training. A small office going paperless costs far less than a ministry digitising decades of archives.
