The Vision: Forging Expertise to Safeguard National Data

The quality of a nation’s statistical data is a direct reflection of the skill of the people who collect, manage, and analyze it. The Ethiopian Statistical Service (ESS), responsible for Ethiopia’s most critical data, recognized a pressing need: to standardize and elevate the training for its 2,400+ full-time staff and over 3,000 temporary field workers.

Traditional, in-person training was slow, expensive, and difficult to scale across a distributed network of 25 branch offices. Moreover, there was no systematic way to assess knowledge, track progress, or ensure a consistent standard of excellence.

The vision, in partnership with the security-focused INSA, was to create a centralized Digital Learning Hub. This LMS would not just deliver content, but would be a comprehensive platform for managing courses, administering rigorous examinations, and certifying the competencies of every individual handling national data. 360Ground was selected to architect and build this mission-critical educational platform.
