Nationwide Educational Data Collection System for the Federal Ministry of Education, Ethiopia, In Collaboration with The British Council and QESSP
The British Council is the United Kingdom’s international organization for cultural relations and educational opportunities. Established in 1934 and incorporated by Royal Charter in 1940, it operates in over 110 countries and employs more than 7000 staff worldwide. In 2014-15, its programs reached an audience of 647 million people worldwide. The British Council is also the managing agent for the UK aid-funded Quality Education Strategic Support Programme (QESSP).
QESSP focuses on three areas:
Education in Ethiopia
Ethiopia’s ambition to become a lower middle-income country by 2025 will require a substantial improvement in education quality for its 26 million school students. The Ministry of Education (MoE), in collaboration with the British Council through QESSP, initiated a delivery approach to rapidly increase educational outcomes. Over 60 indicators were developed to track 9 strategies, and a comprehensive performance indicator reference sheet (PIRS) was created.
Purpose and Objectives of the Assignment
The assignment aimed to automate the data collection, analysis, and feedback processes, increase the efficiency and effectiveness of these processes, and develop a user-friendly yet robust technology solution.ange.
Solution
360Ground was contracted to design and implement a mobile application and web-based data system for this purpose. The project encompassed numerous features including fingerprint login, diverse data collection templates, data synchronization, GPS capture, dashboards for data analysis, and offline functionality.
The mobile application was designed to be user-friendly with simple navigation, intuitive design, and robust error-handling mechanisms. A major feature was the application’s ability to work offline, ensuring data collection continued seamlessly even without internet connectivity. An intelligent syncing function enabled data upload to the server as soon as internet connectivity was established.

The web-based database system housed all the data collected, providing tools for analysis and visualization. It used popular and reliable open-source web application technologies and was designed to support extensive data management and system administration tasks.

The system was implemented nationwide, enabling data collection from over 33,000 schools across Ethiopia. 360Ground provided extensive training to thousands of data collectors and supported them throughout the process, ensuring high-quality data was captured consistently.
The system successfully handled gigabytes of data, seamlessly managing the vast amounts of information collected. The dual online-offline functionality was invaluable, ensuring that data collection was never interrupted, regardless of internet connectivity issues.
The result was a comprehensive database of KPIs and assessment data that allowed the Federal Ministry of Education to gain a complete and accurate picture of the educational landscape across the country. This has proven to be a powerful tool, facilitating informed decision-making, resource allocation, and policy implementation at both the regional and national level.
