CISSA was established on August 26, 2004, in Abuja, Nigeria, by the Heads of Intelligence and Security Services of Africa. The creation of CISSA was necessitated by the need to share information on security threats confronting Africa, which have become transnational in nature and therefore require borderless cooperation and collaboration among and between intelligence and security services in Africa. The decision to establish CISSA was endorsed by the African Union Heads of State and Government in January 2005. Since its establishment, CISSA has been instrumental in enhancing cooperation among African intelligence and security services to address common security challenges across the continent.
